The Agenda 21 was founded in Rio de Janeiro, in 1992 and signed by more than 160 countries. As a result the Philippine government decided to establish the Philippine Council for Sustainable Development (PSCD) and to compile a country specific Agenda, the Philippine Agenda 21 (PA21) – including the Philippine population in an discursive exchange.
